TCI has an immediate need for a Data Statistician in Washington DC. This is NOT a C2C opportunity. This is a contract-to-hire opportunity.
The Data Scientist/Statistician will support the Spectrum National Security Systems Program (SNSSP) by analyzing and implementing new and improved data standards and capabilities as prioritized by the SNSSP. The Data Scientist/Statistician shall perform analysis of data into, out of and within SNSSP managed systems and spectrum management business process. The Data Scientist/Statistician shall identify and quantify data issues and develop plans to resolve these issues.
  • Provide expertise to design and develop data mapping and extract, transform, load (ETL) activities.
  • Support data management processes, data gathering activities, and ad hoc user requests as well as perform testing activities.
  • The Data Scientist/Statistician’s first two efforts under this activity shall provide Data Standard Documentation, Data Map and Data Validation Components, Editing Instructions and Data as applicable, and Test Plans, Test Cases, and Test Results for Government Masterfile XML and NTIA Table of Allocation XML.
  • Outputs of this requirement include GMF XML Data Standard and Software deliverables, Table of Allocation (TOA) XML Data Standard and Software Deliverables, and other work products as specified by the government.
  • Provide updates to GMF XML Data Standard and Software.
  • Provide a modernized data standard that represents all data needed for Frequency Assignment Actions defined in Chapter 9 of the NTIA Manual (e.g., GMF Records and FAS Agenda Materials (e.g., Agendas & Directives)) and as implemented in the Frequency Management Record System (FMRS).
  • Provide Data Map and data validation components that include a reusable Microsoft software component that converts data from GMF CF3 to GMF XML, a component that converts GMF XML data to GMF CF3 format, and a component that validates GMF XML data complies with the GMF data standard
  • Provide a Test Plan, Test Cases, Test Results that test all the components of the GMF XML standard.
  • Minimum of a Bachelor’s Degree in a related discipline.
  • 5 or more years of experience performing similar Data Analysis, Standards and Exchange activities.
  • Must be able to communicate clearly, both written and orally, as to communicate with customers and associated associates in group presentations and meetings.
  • Must currently possess a Secret Security Clearance or have the ability to obtain one prior to start.
