TCI has an immediate need for a Scientist Systems Engineer in Huntsville, AL. This is not a C2C opportunity. This is a contract-to-hire opportunity.

This is a leadership position, working directly with our Government/Military Client in Huntsville, AL.

Specifically, this opportunity is for a Scientist Hardware (HW) Systems Engineer within a multi-functional team developing an advanced strategic communications terminal that utilizes a phased array antenna (PAA). This role includes managing Systems Engineering throughout the program lifecycle including requirements analysis, allocation, design, verification planning, verification, execution, and reporting. This position requires engagement with multiple levels of internal leadership and various levels of external customers and stakeholders. The candidate must be able to effectively communicate and present best value solutions, trades, and potential impacts at various levels of internal and external design reviews, gate reviews, and readiness reviews.

  • Works directly with systems engineers and program managers within customer community located in Huntsville AL to identify, manage, allocate, and/or derive allocated system requirements from high level customer/mission requirements as well as identifying the impact of requirements change to the allocated baseline.
  • Works with the Program Manager, Project Engineer, and Chief System Engineer to understand and be able to communicate cost, schedule, and technical milestones across internal program leadership and the external customer base.
  • Participates in the definition and documentation of key program processes and plans, such as the Systems Engineering Management Plan, System Test Plan, Risk Management Plan, and Safety Plan.
  • Engages with internal and external Mission Assurance organizations to infuse design process rigor across both internal IPTs and external subcontractors.
  • Participates in the planning and execution of a full-scale verification and qualification program encompassing a breadth of technical disciplines, test types, standards, and locations.
  • Participates in providing technical planning, system integration, verification and validation, cost and risk supportability, and effectiveness analysis for total systems.
  • Participates in managing engineering subcontractors through regular interactions, development of technical documentation and coordinating design review activities.
  • Ensures the logical and systematic conversion of customer or product requirements into total systems solutions that acknowledge technical, schedule, and cost constraints.
  • Perform functional analysis, timeline analysis, detail trade studies, requirements allocation and interface definition studies to translate customer requirements into hardware and software specifications.
  • Leads and participates in the development of top-level specification and manage requirement flow down to lower-level specifications.
  • Develops CONOPS and Use Cases.
  • Perform analysis at all levels of total system product to include concept, design, fabrication, test, installation, operation, maintenance and disposal.
  • Manages risk and opportunity with internal and external customers; work with technical team to identify, mitigate and close program risks.
  • Work multiple tasks concerning various aspects of cost, schedule, technical, facilities, and equipment in a fast-paced environment and adapt quickly to changing situations.


  • Bachelors degree in Electrical, Mechanical, Computer, Software or Systems Engineering (or similar technical discipline).
  • 12+ years of related experience (or 10+ years with a Masters degree).
  • 9+ years of Communication Systems experience.
  • Demonstrated experience planning and executing large scale verification and qualification efforts for DoD programs.
  • Demonstrated ability to collaborate with other disciplines (Digital, RF, Mechanical, Software, I&T, Manufacturing, etc.).
  • 8+ years of experience in Requirements managements, traceability, and verification with IBM Rational DOORS.
  • System Architecture development to meet project requirements within project cost budget and schedule timelines.
  • Excellent verbal and written communication skills.
  • Ability to lead teams in the role of Chief Systems Engineer (CSE) over a pursuit, proposal, program or internal research and development (IRAD) activity.
  • Ability to interface with Customer organization to drive understanding, agreement, closure though formal documentation of the technical baseline.
  • Own and be able to present the technical baseline to the execution team through documentation oversight of lower-level specifications, informal working group and peer sessions as well as formal design reviews.
  • Must currently possess a DOD Secret Security Clearance or have the ability to obtain one prior to start.

Preferred/Additional Skills

  • C4ISR Systems and Operations experience.
  • Knowledge of SATCOM systems, Phased Arrays Systems, data links, RF systems, Modems, and fiber optic media converter systems.
  • Experience with Government contracting, program execution, business acquisition process and proposal writing.
  • Experience with the Missile Defense Agency (MDA) and their processes (MAP, PMAP).
  • Experience with developing hardware within the context of a waterfall project definition as well as software and firmware development using both waterfall and Agile (DevSecOps) processes.
  • Experience with the application of Model Based Systems Engineering (MBSE) practices, processes, and tools, including CAMEO.
